The Programme
The Gloucestershire Putting People First (PPF) is an Adult Social Care programme. It seeks to give adults, older people and those with disabilities and mental health difficulties choice over the type and nature of care service they receive.
Individuals will now decide what sort of services they will need to make their lives better; they then will be given an allocated sum of money to purchase those services. They will no longer be expected to fit into existing services.
What does it means for Individuals?

What does it means for organisations/groups?
- Opportunity to diversify your service or focus on the service that you deliver best
- Opportunity to be much more aware of your service users needs and deliver the services they are requesting for when and how they need it
- Opportunity to increase the number of service users you deliver service to
- Opportunity to make a wider community be aware of the services you deliver
- Opportunity to rethink your financial systems and processes
- Opportunity to improve your networking with other groups
The Government laid out ‘Putting People First’ in December 2007. Personal Budgets is hoped to be introduced in April 2010. The Government wants councils to have made good progress on the personalisation delivery by 2011.
